The only other issue I have is a small one with his electrical power. I would think that a 1 million volt shock would kill just about anything instantly, and that would pretty much make Starcrosser invincible. Granted there are some terribly strong characters floating around, but invincibility is more along the lines of a draconic trait......
I think, that if you want to stick with the 1 million volt concept, that should be limited to very short bursts of concentrated electricity. For prolonged shocks (like the 4 minutes you mentioned) it might make more sense that the shock starts off at a million volts but gradually loses power. (kind of like using a battery powered drill. as the battery dies, the drill spins slower and slower..... ) Short bursts would probably be more effective anyways, because in some kind of fight situation, there will be a lot of movement, and a steady stream of electricity would just drain him and keep him from focusing on other things that might be going on.
Oh, and this isn't essential, but I'd just like to know, does he shoot the electricity from his horn, or does his horn have to be touching the thing he wants to zap for it to actually be zapped?
As for being able to jump really high, can he do it from a standing position, or does he have to get a running start?
Since you said he is unable to wink, I think there might be a simple solution to this "two powers" issue. In one MLP episode (the one where the newborn twins are invited to a castle and the bratty girl tries to keep them for pets) a bunch of the ponies are locked in a dungeon. You'd think that for the unicorns that wouldn't be a big deal, but for whatever reason, they don't/can't wink. So, one of the unicorns levitates the keys from the guard into the cell so they can get out. Soooo.......
Instead of winking, maybe Starcrosser could be able to levitate things, and he could use his levitation on himself to jump higher than normal. Of course, since that would take concentration also, he would't be able to reach certain heights, and he'd probably have to rest after doing it a bunch of times, or doing a super-high jump. (I'm going to need some other mod opinions on this idea)
As for him being a twinkle-eye, I agree that this is alright as long as he isn't ancient.
And about his past, I also think we should know at least a little. It definitely doesn't mean that Starcrosser has to know his own past though. I have a character myself who doesn't remember her own past, but the only background I ever gave for her was that she was created by the VO witches as part of their "army" and was sent to fight somewhere, and while fighting she somehow broke out of their control (a hit on the head, whatever) and couldn't remember any of her life before then. (like she had been brainwashed/hypnotized or something). I never got any complaints about that, so even something simple would suffice.
